As more people realize there are many alternatives to the SPCA, they are increasingly turning to the groups they can trust. Consequently, more of these groups are forming. And more people are donating to these no-kill groups rather than to the SPCA.
It is provable that SPCA's all over BC are still killing cats for simple, treatable conditions. More people are learning that too, in part because of the internet.
It does not bode well for the future well-being of the SPCA that it has not stopped killing for reasons of economy and policy.
