Yard dogs suffer everywhere - AAS asked for advice from all over North America

Okay, I KNOW you guys don't do anything down here, but I need some advice! I went ahead and filled out the form, just to give you some background. After visits by the City of Benbrook, the owners still are not feeding this poor dog!!! I have tried to talk to the owners, but I am always dismissed, and the city has advised me to "not worry my pretty little head about it."
What steps should I take to help her? I do not want her to end up dead like their last dog did- especially since that would only mean they would purchase a new one!!

How many dogs are you reporting? One
What is the breed(s), age, sex, size, colouring of the dog(s)? Blue Heeler, Female, Adult
How long has the dog been in this situation? For the past 6 mths to year that they've owned her.
Is the dog out at night also? YES. See next question.
How much time does the dog spend outside? She has never been inside the house since the day they brought her home, including storms, tornado warnings, and below freezing temps.
Is it tethered, loose, in a pen, in a garage, in a shed, in a basement, on a porch or balcony, etc? She is loose in the back yard.
If in a pen or enclosure, how big is it? Until my latest call to the city she was in a 4x4 area full of wood scraps, wire, and trash with no grass.
Can the dog see out of its place of keeping or is its vision blocked? There is one chainlink fence to where she can see the neighbors Scotties.
If tethered, how long is the tether and what is it made of? N/A
Is there shelter? The porch
Is the shelter big enough for the dog to stand up in comfortably, and turn around without having to come outside? N/A
Is the shelter dry inside? No. The overhang leaks.
Is it positioned to provide protection from wind and heat? No. There are also no trees.
Is the dog fed regularly? If not, is the dog thin? I have not seen food in her bowl in over a month. Both sides are full of rainwater. She does not look starved but she is very skinny.
Is there clean water at all times? Rainwater, if it rains here.
Is there excrement that the dog must live near or in? No
Is there a smell of urine? No
Is the dog dirty, matted, ill-looking, overgrown nails etc? She has overgrown nails, open sores on her feet, and has not been bathed.
Is the dog ever walked? No. Never has been. She has NEVER left that yard.
Have you witnessed it being beaten or yelled at? She has ZERO interaction with her owners. When they go outside, she is shut in the small enclosure.
Is the dog ever muzzled? No, she wears a collar that socks her when she barks
Describe its personality and temperament. She is an absolute sweetheart to me, as I feed and play with her.
Do you visit it? Talk to it? Feed it treats? Before the wooden fence went up I would run along the fence and let her chase me. I play with/feed her a couple times a week.
Have you asked the owner if you can walk the dog? No
Have you asked the owner if you can buy the dog? No- they want a good "guard dog" and would only replace her.
Would you be able to foster the dog, or help find a foster home if you were given the dog? Yes

When was the most recent time you contacted the SPCA? 2 months ago
What did the SPCA do or say to you? That they would look, but I should mind my own business and discontinue my playing/feeding time with her.
Have any of the neighbours reported this dog to the SPCA? No.
Do you know if other dogs have been neglected at this address? Yes, the last dog was treated much the same way. After returning home from vacation I decided to call the SPCA and when I went outside to feed her, she was gone. The owner told me she had died and that they suspected poison (she was very young). I suspect that it was from the neglect/lack of food.
Will you take photos of the dog showing the tether, shelter, feces, overturned water dishes, etc and send them to us? I have some stills and videos on my camera, as soon as I get new batteries I will forward them
