We can't agree with Councillor Bookham

"Coun. Pam Bookham said a ban wouldn't be enforceable. She said she preferred owner education and enhanced bylaw enforcement instead."

We can't agree with Councillor Bookham. Education is almost completely useless in changing the habits of the kind of people who are attracted to dangerous dogs as well as leaving citizens, especially children, at risk, while decades of education makes only incremental improvements, if any. And effective education is enormously expensive. Councillor Bookham may not be aware that it was legislation that stopped public smoking and made people wear seat belts after education failed.

Increased bylaw enforcement is also useless and expensive. How can any municipality afford to have the dog police out in such force that every dog on the "dangerous" list is always muzzled, never loose, always under such complete control that no person is at risk? It can't be done.

The reason for breed bans is that only a ban is safe, effective, affordable, and moral. For legislators to continue to allow the proliferation of dogs bred to attack and fight to the death is highly irresponsible, and every attack and injury and death should be legally laid at their feet.

We have never met a dog we didn't like, but a civilized society should refuse to permit fighting breeds of dogs for reasons of public safety because they are a form of weapon; and for reasons of humanity because most of them suffer and then are killed within two years.
