All I can say is absolutely!
If word got out that the SPCA is not allowing dogs with aggression issues into its facility because it knows darn well that they chances of them having to kill that dog are HIGH, then the breeders, even backyard breeders might have less of a market to breed these dogs. People might make sure they take the time to socialize the dog too.
If it's so easy to surrender any dog, they why would anyone worry so much about change in circumstance (marriage, divorce, baby), or what kind of dog they are getting?
From all my years of volunteering, fostering and finding homes for dogs, all people want a 'lassie' personality for a dog. I don't blame them...I've had two difficult dogs with aggression issues with other dogs and it is no fun forever finding secret spots to let my dogs run around with my heart in my throat if another dog comes along...so I know which dogs are adoptable and which aren't.
I still think the SPCA needs to really look at licensing breeding and needs to have education programs that people go to before adopting a dog.
Animal welfare includes taking adoptable dogs in, making sure they go to the right owners and educating those people as much as possible so that the match is a lifelong one.
