ABSOLUTELY!! I find it incredible that the SPCA ...an organization representing the welfare and care of animals would even hint, consider or suggest a dog be left outside.

Dogs are pack animals and meant to be with their owners. How many more ways can it be said in books, by other dog owners, and neighbours who are sick of hearing the lonely cries of dogs being left outside?

There is never, ever a good excuse to leaving a dog outside. Ever...and the SPCA MUST know this, so why continue to hint at allowing dogs outside??? It totally baffles me.
