It is certainly frustrating knowing that the SPCA has often been called in to help these animals and the SPCA states that they can do nothing. How many animals are on chains, or kept outside 24 hours a day, crying and barking for attention while the neighbours have called and asked and pleaded for the SPCA to do something but nothing changes? The SPCA is asking the province for tougher animal cruelty laws and I can only hope that yard dogs are on the list.
In the meanwhile the SPCA could be educating owners on proper dog care instead of telling owners that there is nothing wrong with keeping a dog in a garage as they did about poor Coco on a rope in a garage in Burnaby 23 hours out of 24.
