The Government itself sells licenses to kill in Alberta and most other provinces. Just buy yourself a licence and blast away, even if you're only 12. Of course if you're young you must pass the Alberta "Conservation and Hunter Education" Program and your mom and dad must agree. No wonder our wildlife and our kids are in trouble if governments act like pimps for this violent pursuit which decimates our wildlife.
