Just because there is no law against keeping a sentient being outside, in all kinds of weather and with no love, proper shelter, care, companionship, attention and everything else that a dog needs - does not make it right. I'm glad that there are people willing to save these unfortunate animals. Such people are these poor beasts' only hope.
