There are a lot SPCAs and other pounds who must get it because of the decades that they have been killing the desocialized dogs, those that have attacked and those they say "might" attack, but they seem to keep pretty quiet about what they do and know; and by their silence they guarantee more little victims.

There was missed opportunity last January for the City of Burnaby to actually do something real to prevent much desocializing of dogs. The Mayor and Council were considering a ban on tethering, to their great credit, for for humane reasons. They meant well, but they did not realize that people who are prevented from keeping dogs on tethers very often do worse to the dogs: put them in tiny dirty dark pens, in garages, in sheds, and on and under porches. AAS went before council twice and told them and actually showed them some expamples, but when the City asked the SPCA if what AAS said was true, they were told that there was "no evidence". This while a dog whose owners had been told by the SPCA not to tether their dog anymore, was then put into the owner's garage. The owners told AAS that the SPCA told them that this was okay. In fact, two SPCA employees told AAS the same.

So the SPCA knew what AAS had warned was true but denied it to City staff.

Burnaby still has a lot of dogs living their lives in tiny pens thanks to this lost opportunity for them.

The inquest's suggestion that the SPCA teach this to grade three student places the onus for their own lives and safety on nine and ten year-olds.

Education alone never works: it took legislation to stop public smoking and to make people wear seat belts. In fact, "education" seldom does much good as you can't educate the unwilling unless they are weaker and legally have to attend schools. In other words, you can force education on children; but to then make them repsonsible for their own lives is a despicably easy way for politicians and pounds to get out of taking real responsibility for dog attacks.

The SPCA itself is still selling dogs that bite. AAS still receives reports from dog owners who have purchased a dog from an SPCA after being assured that the dog has passed the SPCA's "highly scientific assessment test" and when the dog turns out to be dangerous, is told by the SPCA to bring it back, and that Yes, they might or will probably kill it. The distraught owner does not want to be the dog's executioner and turns to AAS for the rehabiltation that the SPCA does not provide. And as recently as last year AAS received a report of a dog sold by the SPCA that was put on a chain. We believe we only see the tip of the iceberg.

Doesn't anyone get it? Desocializing protection breed dogs they way these ones were is a recipe for bloody mayhem and death -- every day!
