I for one am sick to death of seeing so many dogs left in yards

What was this dog doing left out in the yard when the family was not home? Why did it take 16 hours for the dog to be found? Were they so used to their dog escaping from the boredom of the yard that they didn't go look for him right away?

I for one am sick to death of seeing so many dogs left in yards all day and all night too. When is some municipality going to say enough is enough with leaving dogs outside where they can bark, and dig, and howl and whine and escape and attack and get hit by cars and get poisoned!! And it seems, fall into ponds and desperately try to save their lives for 16 hours! Disgusting!
