On February 20, 2006, AAS told the Mayor and Council of Burnaby that dogs were being kept in garages as a result of the SPCA coming on a complaint of the dog being tethered and that at least one owner told us that the SPCA knew and approved. But often the dog is also tethered in the garage to keep it from damaging the car. This was the case for Coco, and we not only saw it with our own eyes, and heard it from Coco's owners, but we photographed Coco on her short rope in a dim garage where she had been kept for 23 out of 24 hours for months. We reported Coco to the SPCA and two inspectors told us that Coco was not tethered and that the garage was just the same as a dog in the house. Telling owners and complainants this is not animal welfare. If the SPCA can't prevent it, it at least should not be approving of it. And when asked by City staff if it is going on, should not deny it.
