Illinois slaughterhouse gets a reprieve

The only operating horse slaughterhouse in the United States has been permitted to remain open by a 2-1 vote of the U.S. Court of Appeals for the District of Columbia.
The plant, operated by Cavel International, a Belgian firm, was closed when a lower court ruled that an arrangement whereby a slaughterhouse could pay the costs of federal meat inspections was not legal. The stay gives Cavel time to decide whether it will appeal the lower court's ruling.
Slaughter operations may not take place unless federal inspectors are present. In 2005, the Congress cut off funding for horse slaughter inspectors, but plants began operating again when they took over the funding of the inspectors. The Humane Society of the U.S. sued in federal court, saying the practice was illegal.
The Illinois plant has been a target of anti-horse-slaughter advocates, and a bill is being considered in the Illinois General Assembly which would make the practice illegal in that state.
