That is absolutely heartbreaking if it's true. If that isn't actionable cruelty then we humans are a colder, more brutal, self-serving species than I dreamt. At the LEAST, such cases deserve to be thoroughly investigated by a designated authority, not by a neighbour for heaven's sake! Then I would expect to hear of a happier ending.
