The SPCA is playing both sides of the fence

I can't see the SPCA partnering with Petcetera as anything other than a complete conflict of interest for financial gain.
The SPCA is playing both sides of the fence, particularly with rabbits - the SPCA is part of the problem of rabbit overpopulation, and yet it attempts to appear to be part of the solution.
It never fails to anger me that the SPCA will not answer questions such as the one posed to them about the breeding situations which produced these poor rabbits. I hold them responsible for their lack of co-operation.
