How do you change a backward, knuckle-banging mentality?

Any dog death in any race is unacceptable ! Sounds like the veterinarians are part of the problem. I'll bet this dog was showing some symptoms of stress before it died. Why was this not picked up on and the dog taken out of the race? I think I know the answer, because this is all about money, and the dogs are viewed as disposable. How do you change a backward, knuckle-banging mentality? You do this by holding the owner or owners responsible. Wouldn't a large fine or animal cruelty charges send a wake-up call to these people? Sounds like the veterinarians at these races are useless to me.
