PCA Act defines "ownership"

Prevention of Cruelty to Animals Act:

(3) For the purposes of this Act, a person responsible for an animal includes a person who

(a) owns an animal, or

(b) has custody or control of an animal.

2 This Act does not apply to wildlife, as defined in the Wildlife Act, that is not in captivity.
