We as an entire society need to make change by implementing by-laws that prohibit chaining / tethering so those who are paid to enforce local by-laws have something to enforce.

There are a handful of municipalities who have a chaining by-law; we need to work on the rest.

I know there are people in the Lower Mainland who are doing just that; working to change things for chained dogs in areas where no by-laws exist... yet.
