Should the SPCA be preventing cruelty or imposing cruelty on animals?

"...because he's always fenced in, in the back yard and when he gets out, he gets his frustration on someone, maybe a poor child will get it and die.."

This quote seems to be describing a "yard dog", dogs that are left alone outside for their whole lives. It is both cruel and dangerous to do this to a dog as mountains of evidence and expert opinion shows.

The Port Alberni SPCA makes money by contracting with Port Alberni to be the dog catcher. It is paid to kill dogs that have bitten, or to impose cruel restrictions on them like muzzling. This job is nowhere in the SPCA's mandate but it provides several million dollars of revenue a year. "Animal Control" is the polar opposite of "Animal Protection" which is the SPCA's mandate. Animal Control is a clear ethical conflict of interest, but the BC SPCA's CEO is actively pursuing these contracts.

Real Animal Protection and Welfare Societies, like AAS, work constantly to try to convince municipalities to ban the keeping of dogs in yards, for humane reasons and for the safety of the public, especially children.

Who has tried to stop us? The BC SPCA of course.

Who may still kill more dogs than all other agencies put together? The BC SPCA of course.
