City always says its Charter does not permit it to adopt any "animal welfare" laws - judge for yourself

Chapter 55, Section 324A: Keeping of Animals: (g) for regulating the keeping of horses, dogs, cows, goats, swine, rabbits an other animals, and for defining areas within which such animals may be kept or which the keeping of them is prohibited.

The City has over 40 bylaws which regulate the way dogs may be kept in Vancouver and it is adding to them frequently.

Clearly, the City can prohibit the keeping of dogs in yards 24/7 if it wants to. I simply does not want the expense of court challenges. So it says the this is the SPCA's problem and the SPCA will take care of it.

But the SPCA isn't taking care of this as numerous and recent reports to AAS show.
