I'm a US citizen, and I am horrified by the actions of the local SPCA in my city

I've been reading your webpage with great interest for the last hour. I'm a US citizen, and I am horrified by the actions of the local SPCA in my city. They behave apparently identically to the ones in British Columbia, constantly telling me that if a dog(neglected, starving, subjected to extreme heat and cold, etc) has food, water, and "shelter", then there's nothing they can do.

I am extremely interested in trying to amend the animal welfare laws in my city and state. On your webpage I read the amended bylaws that were adopted by several municipalities in BC in 1995, and I think they're very good. However, I have absolutely no idea where to begin an attempt to have such bylaws adopted here. Can you give me any information/advice about how to begin changing animal welfare laws? At what level should I attempt to contact lawmakers? Where can I learn more about the procedures?

I appreciate any information that you can give me, and I am so glad that an organization like AAS exists to protect and help dogs from cruelty and inhumane treatment.
