I wonder if the SPCA would say my dog should/could live outside?

The climate on the Gulf Islands rarely dips below zero.
I wonder if the SPCA would say my dog should/could live outside?
Maybe I am being inconsiderate by keeping him in all night, and with me, indoors and out all day?
He does choose to go out in the yard by himself in the evenings when his regular friends are walking along our street. But we can see each other, the door is open and so on.
My local SPCA doesn't comment on whether dogs should be left outside all their lives.
Oh that's right, the Saltspring SPCA doesn't say anything about dogs at all - they are a cat and rabbit facility only.
