The thought makes me laugh.
I doubt whether it even comes up for discussion.
The SPCA, which should be in the forefront of animal welfare and rights, usually appear to be quite oblivious to suffering.
They still don't appear to understand that dogs, truly a loving and sociable species, need to be indoors with their "family".
I've never seen the SPCA suggest that animals (including fish, crabs, lobster etc.) might not want to be killed and eaten, by we humans, who have so many other food choices.
