Why do we not insist that the owners go back to the SPCA and demand help?

Unfortunately this happens all the time.
Animals adopted become the responsibility of the adopter immediately as do any new vet bills.
Over the years the small rescue groups in Victoria have helped an incredible number of animals just adopted from the SPCA.
Why?
Why do we not insist that the owners go back to the SPCA and demand help?
The question has become redundant.
If the animal requires help and the SPCA refuses someone has to help if the owner cannot.
Just another method of unloading costs to the community (the small rescue groups)....acceptable? I personally do not think so but the alternative to not helping (death in some cases) ensures we continue to help one animal at a time, one situation at a time.
My only other question is:
What happens in those parts of the province where there are no small rescue groups to pay to help make the animal well?

Personally I shudder to think.
