Chained dog in Seattle WA needs help!

I used to live next door to a chained dog. It is your typical horrible situation where he was outside 24/7, never walked/pet, fed only occasionally. On 90 degree days, he would sit outside panting dying for water that never came. I know you may be shocked but the SPCA could not do anything to help him since "no real laws have been broken" We tried to get him in the night but were caught and had to give up in fear of retalliation. We even offered the owner $500 cash to surrender the dog and he only became irate. I would see the dog getting nibbled on by the rats who frequented his yard.
