SPCA ignores chained Rottweiler x Pit Bulls in Mission

One of my neighbours two dogs broke loose and wandered into my back yard. It was emaciated. Just as I was trying to decide what to do with the dog my neighbour arrived home and called the dog back into his yard and he rechained the dog. In talking to the neighbour about the dog he said that he realized it was "skinny" but that he wasn't really able to look after them. Without going into explicit details:

The neighbour is mentally handicapped to some degree.
His father with whom he has been residing has been admitted to extended care and will not be returning home.
The son is not on any form of assistance currently (obtaining that is now an ongoing additional project for me).
He is attempting to find other accommodation as he can no longer afford the rent and may in fact be given the push by his landlord shortly.
He would have to abandon the dogs or “have them put down” as he said.
He doesn’t want to do this. He wants to find them homes.

I have twice now dropped off bags of food for the dogs. I have contacted every pound, rescue, humane society in this area. I spent all day Friday on this, All are full. None are taking large dogs.

The dogs are either some kind of rotti cross or as one of my friends suspects, are pit-bull. I don't know anything about dogs save petting them. At any rate the one is remarkably friendly for the fact that it’s been chained up in the back yard for probably five years and starved almost to death.

Please, if you can help It would be a great thing. Please, if you can’t let me know as I’ve left a number of messages for organizations with out reply and I find that even more frustrating than a negative.

In a phone conversation with this person he told us that the dogs have been chained for five years and the SPCA has been complained to in the past by others. He told us that this time the SPCA told him that if the dogs are abandoned they may seize the dogs and lay charges against the man . He told us that the Pit Bull rescue group, Hugabull, did not return his call. We offered to do the only thing we can do, which is to put an appeal on the internet if he would send us some photos, which he said he would do but hasn't. Recent phone messages to this person have not been returned.
