At least it used to mouth the right words

I am reading this in total disbelief! How can anyone say pushing pets at Christmas is a good thing? I and all the cat rescuers I work with have always known to beware of the Christmas adopter, this is going back 30 years. We warn each other about anyone looking for a pet for Christmas. We used to have a telephone tree, but now we have email and it is much faster. What about the guys who want a kitten for their girlfriend? That is really common. The SPCA is only encouraging this when at least it used to say it discouraged it, thought that is questionable because I never heard of it actually turning down anyone who wasn't actually staggering drunk. But at least it used to mouth the right words.
