For me, this is another example of why we should be extremely wary of the SPCA's new program, called "End Animal Cruelty"
The SPCA, as an entity, still seems unable of fully grasping the concept of animal cruelty, as, in many instances, they perpetuate it themselves.
Therefore, it is hard for me to see this new program as much more than another money grab - similar to the Biscuit Fund, where animals are still not being given timely medical attention, and the SPCA is still not being clear about who they will or will not help.
Why would the Victoria SPCA, for example, have empty cages, and still turn people away?
I don't like to see animals dumped either - but better to be dumped where they have a chance to find a new home, than in the river.
