Well, thank goodness the SPCA took these poor dogs in. I hate to put sour note on things, but did the SPCA wait until one dog was dead and one dog in such a state they had to euthanize it? It has been the experience of many dog rescuers that there are many complaints about the state dogs are in before the SPCA finally goes in.
Now, if they'd only do more for all the other dogs, still out there on chains.....
