Neither can I understand why the SPCA continues to keep rabbits in cages that they know are inadequate in size - cages that were said back in 2004 to be temporary. How long is temporary when you are confined in a tiny cage, unable to fully use your muscles, or your mind?

Doesn't the SPCA sometimes seize animals from people who keep them confined to tiny pens? Sometimes these animals get sick and die at the SPCA. These cages are sub-standard, and the standard is inadequate.
