How did this investigation report get to the public - unprotected by FOI?

The report was given by the SPCA to the person who asked the SPCA to inspect the CRD pound in Saanich, who then posted the substance of the report on the Citizen Canine board saying that her posting can be confirmed by Marcie Moriarty, the SPCA's Manager of Cruelty Investigations.

The complainant/poster also discussed with others who it was from the SPCA who gave her the report.
