If this is true, then it would not be the first time an SPCA employee has bred dogs on the side. Some have even taken their pups to work for adoption(selling) to customers. And some have bred cats too. You are right though, it is a conflict of interest and whoever does this should be fired immediately. How can they breed animals with one hand and then educate the public about animal overpopulation with the other? Credibility shot, period! Perhaps a more appropriate slogan for the SPCA should be: do as we say for the animals, not as we do to them.
