Why doesn't the SPCA condemn keeping birds in cages?

Poster Linda R. says that she was told that the SPCA goes to Art Knapp's regularly to conduct their 'checks of approval' on the caged birds at Art Knapp's.
Is this meant to reassure us?
Where is the SPCA in advocating for birds not to be imported and/or imprisoned? Nowhere. The SPCA itself keeps rabbits in tiny cages.
Apparently, the Peking ducks had a sign on their cage which read "excellent pet for the table."
I don't find this acceptable.
I hope all the children who go to the SPCA summer camps ask the SPCA why they don't condemn this kind of behaviour, and give it their "check of approval."

Whether the cages are clean or dirty is only a matter of degree of their imprisonment
