Lack of SPCA rehabilitation is why AAS gets so many requests for help from people who have bought a dog from an SPCA, after being assured that the dog has passed the SPCA's scientifically accurate test and is perfectly safe, only to have the dog be an out-of-control menace to the public.

When they phone the SPCA desperately seeking help for the dog they have come to love in spite of its behaviour, they get no help at all, and some of them have even been told that if they bring the dog back, it will, or may, be killed.

How is it that the SPCA, with revenues in 2005 of almost $20 million, cannot afford what other animal welfare societies provide for dogs - the rehabilitation that they need and deserve?
