Animal Advocates Watchdog

This is cruelty to animals but I don't see any prevention or intervention coming from the SPCA

I wholeheartedly agree that chaining of dogs,and leaving them in outdoor runs/kennels should be against the law. The SPCA stands for the society for the prevention of cruelty to animals, and I know from persoanl experience they continually do not intervene on behalf of dogs that are left outside in all kinds of weather. They end up dying from freezing to death or hanging themselves, getting early arthritis,etc. This is cruelty to animals but I don't see any prevention or intervention coming from the SPCA, who do almost nothing to alleviate the yard dogs' suffering.

The SPCA declares if the dog has food, water and shelter, they can not intervene, even if the so called shelter is a plastic dog cage or a lean to made of a piece of plywood, and even if it is winter and their water dish and food dish is knocked over, or out of reach, or the water has frozen in the dish.
