I am getting so sick and tired of hearing about animals dying because the SPCA has "dropped the ball" yet again

It breaks my heart to hear story after story similar to poor Finnegan's. The SPCA "drops the ball" with animal after animal. Yet, to my ongoing amazement, this organization's bungling or outright inaction in the face of animals' suffering constantly flies under the media's radar. When the SPCA does do some good, it is splashed all over the news. Why is this? Curiously, CTV seems to be the only news channel that ever publicizes negative coverage of the SPCA. Why does the public not demand better? I have been involved in animal welfare in one way or another for several years and I hear person after person state their negative impressions of this organization, yet the money still pours in to pay their lawsuits. If individuals, and especially SPCA members, would demand better and ask questions that they have a right to get answers to, perhaps the SPCA would sit up and notice. I am getting so sick and tired of hearing about animals dying because the SPCA has "dropped the ball" yet again, yet as an individual I feel so helpless. I do what I can by working with smaller rescue groups (who do the job the SPCA should be doing), but these stories haunt me, and I know I'm not alone in feeling this way.
