Frustrated and Very Sad about young Husky cross at Nanaimo SPCA

A few months back I was trying to help find a home for a young HuskyX. He was born I believe in Parksville. Lived with a family until he was 4 months old then they didn't want him anymore. Someone I know took him but found he was too much for them. Biggest problem being they didn't have a fenced yard. He started attacking and killing the neighbours chickens and then started stalking a heifer that was a 4-H project. Anyways before I could find a home he ended up at the Comox Valley SPCA. I thought their bio on him was excellent. The write up they did said he needed an active family,was obedient, not good around cats, no chickens or livestock. Anyways he was adopted very quickly. I just finished searching the SPCA's websites and see he is in the Nanaimo SPCA. It says he was turned in for attacking livestock. They have basically the same write up as the Comox Branch did. However he is now it says 9 months old probably closer to a year. I called them and yes he was adopted from the Comox Branch by a family in Nanaimo. WHY, oh why was he adopted out to be set up to fail??? I don't understand. No chickens/livestock. That's pretty clear to me. I feel for this dog but am unable to help him. It makes me sick! There are so many dogs needing homes. What are his chances?
