Do they do this with parolled sex offenders?

One of the reasons that the Humane Society Yukon is having so many problems finding Trevor a foster home is that the City of Whitehorse had set many restrictions on the potential foster family. They relaxed some of these rules when the Humane Society complained that it would be impossible to find a home for him under these conditions. But they are still asking that permission from the neighbours around the potential foster family's home be sought. I mean this is rubbish. I don't think they do this with parolled sex offenders, do they ?

The severe restrictions for Trevor's potential foster family, have made even the most devoted person abandon the situation. The City of Whitehorse has basically given Trevor a death sentence.

Trevor has been patiently waiting in the Mae Bachur Shelter for a permanent home for more than a year now, while these clowns try to figure out what to do with him. If it has cost the city a lot of money that is their fault, not his. Spending this much time alone in shelter, would drive even a normal dog around the bend. The fact that he is still psychologically whole, enough to be fostered, says alot about him.
