'I have learned two of the dogs in custody are considered puppies and the third dog has given birth to a litter while in the care of the pound.'
'In the care of' is not a phrase that we would have used for any pound; not for dogs that a pound is trying to have killed; not for any dogs in cells, surrounded by more hysterical dogs in cells, all awaiting a fate that can include death for reasons such as kennel cough or just because they are one of too many. Pounds have not improved significantly since the 1800s. Most SPCA 'shelters', for dogs especially, are still based on that model.
'In the charge of' is the correct term for pounds that seize and apply to kill dogs for municipalities and that includes the BC SPCA's pounds. Applying to kill puppies is beyond the pale, but it reveals a side to the pound contracting business that the SPCA is in that has long needed revealing.
The SPCA, in our opinion, should not be taking money to kill dogs or to apply to kill dogs for its bosses at Surrey City Hall, nor any other City Hall in BC.
