I don't understand... there is a voice reporting that this owner of animals was irresponsible for allowing his dogs to get free and harrass humans. While it apparently was not proven and he was pronounced "guilty" by an authority, he acccommodated all that was asked of him...to great expense

and you pronounce him "guilty" again?

Perhaps he is doing the reasonable thing to provide an outdoor containment area where his dogs can defecate and urinate and THEN be brought back inside the loving home; to engage with the loving family, play and nag for walks.

We do expect our dogs to defecate and urinate outside nowadays don't we?
