From reading this story, in my personal opinion, these dogs have been mostly outside dogs with no boundaries and may very well now spend most of their time in the enclosure.
But you don't know that they were outside ALL the time. You don't know that they will spend their entire lives in an enclosure. Speculate all you want but they are ALIVE and there is potential for education and change.
This is a better option than what might have been offered by the authority who seized the dogs.
There ARE grey areas... a place for negotiation to improve animal's lives. The black and white isn't working.
