I thought the SPCA was in the saving business

Poor dog ! How tragic ! Why would the SPCA kill Picasso without giving him the proper rehabilitation? To expect a stray dog to act normal, when it is confused and stressed after being dumped is just insanity. Shouldn't the SPCA know this, after all they are in the animal saving business, right? The more I am exposed to the SPCA the more disgusted I become. This situation warrants some investigation. Something smells rotten here.
