SPCA is also at fault on cat shelter complaints

The director of Forgotten Felines, Penny March, has been charged with animal cruelty, and Eileen Driver, senior animal protection officer for the B.C. SPCA, now declares that the case revealed the most disturbing evidence of animal neglect the SPCA has ever seen.
Given that the SPCA had received repeated complaints about this facility over the years, how could it allow such a deplorable situation to develop? It took decisive action once the damage was done, but why was it so ineffectual in preventing this alleged cruelty in the first place?
