I understand from a e-mail I received from Head Office that the CAMP manual is only a draft, and that it has not yet been approved by the Board of Directors.

Who then authorised the spending on this programme? Does the staff spend on major costly (to the dogs and to donors) programmes like CAMP with no authority from the directors?

Responsibility for the Society rests with the directors. They should be aware of everything that goes on.
