The motion to adopt CAMP is in the BOD May 10, 2002 minutes. I quote:

Moved/Seconded/CARRIED-
"That the Companion Animal Management Policy, attached hereto and forming part of these minutes, be adopted.

There is NO mention of the policy being a "draft".
