For whose benefit are the Five Freedoms?

For years the BC SPCA declared they could not help if an animal had food, water and shelter.
Then the BC SPCA proudly introduced the "Five Freedoms" .

1. Freedom from hunger, thirst, and malnutrition.
2. Freedom from pain, injury, and disease.
3. Freedom from discomfort.
4. Freedom from distress.
5. Freedom to express behaviours that promote well-being.

My question is who did they write these "five freedoms" for? Did they write them so that the BC SPCA could help the animals in desperate need of help or did they write them for the donating public?

If they wrote them for the animals why are they not seizing the tethered dogs who do not have freedom from discomfort,or distress?. Does the BC SPCA believe a tethered dog has the freedom to express behaviours that promote well-being?
If they wrote them for the animals why are they returning seized dogs that have never seen grass to their owners? Does the owner's ability to pay seizure costs override the animals rights to the "Five Freedoms"?

Does the BC SPCA honestly believe conditions in their "shelters" provide the animals with the required "Five Freedoms"?

I agree with the BC SPCA that all animals deserve the freedoms they profess to value, unfortunately, there is little evidence anything has changed for the animals except the wording of the BC SPCA Charter.
