With a problem of this magnitude, what is the solution?

With a problem of this magnitude, what is the solution? The only organization with money and clout is not taking any direct action to deal with these poor creatures, so what is the answer? (Yes, I'm referring to the SPCA, who is noticably absent in those communities). I agree that awareness must be made more widespread, but that alone will not stop the horrors on the reserves. Where does one start?
