The SPCA is unfortunately not covered under Freedom of Information. They do not have to report to anyone. Only if they press charges are they required to provide a report to the court. If the police serve a warrant they are required to file a report. The SPCA does not have to. So whatever the SPCA does is a secret unless they proceed with charges, which is rare.

The solution is to have an animal abuse policing force accountable to government instead of the SPCA which is a private agency.
