If you build it they will come

This article confirms that building bigger, fancier shelter facilities is not the answer. As the saying goes "if you build it they will come". One way to prevent this from happening is to stop unlimited surrender and make spay/neuter mandatory. Building bigger facilities and continuing to allow unlimited surrender just means more animals will end up being killed. And the fancier the place, the less guilt people might feel about dumping their pets there.
