The Nova Scotia SPCA left the animals for a month?

According to a recent newscast, the Nova Scotia SPCA visited this place one month before and the owners had promised to make improvements.
So the SPCA just walked away and did not come back until four weeks later.
Why, in the name of all common sense, reason and compassion, when seeing such horrendous conditions, did they not rescue these animals immediately? (I am sure a warrant can be obtained within a day or two.)
I believe this kind of lassitude by the SPCA is inexcusable.
How many more animals out there are suffering and dying due to the ineptness of those organizations who have the power to make changes?
