In Canada, animal cruelty is still considered a property offense and cruelty laws apply only to owned animals. This leaves stray and wild animals unprotected. In 2004, a Quebec man on a ski-jet snatched a bear cub from its mother. To subdue the cub he beat it, held it underwater and drove over it several times with his jet-ski. He then proudly relayed these facts to his local newspaper. The story prompted an international outcry but no charges were laid under Canada’s Criminal Code as the law does not protect wild animals from acts of cruelty.
